The only part that will be built with government money is the Kneiphof (and will thus probably be a faithful reconstruction and not just an imitation of a style).
For the Altstadt (North of the Kneiphof island, just below where the Castle once) investors have been found at the MIPIM in Cannes mentioned earlier. With money from Hilton and Accor (of the Ibis Hotels), a 40,000 m² "historical landscape" will be built. Both hotels will pay 130 million euro for the infrastructure in the area (I think, original in German below).
Because all but one area will be built with money from private investors (1.2 million euro is needed for the four private investors areas), chances are great that in those areas only a style will be imitated, and that faithful rebuildings of the original buildings in those areas will be limited. Architect Artur Sarniz, the architect mentioned earlier that is making a 3D model of Königsberg advocates a faithful rebuilding of the whole city.
Other news is that Alexander Bashin, the city architect, stepped back, due to the election of a new mayor. This may seem bad news, but it actually might be good news since the mayor is from the building sector himself and criticised the city for building without a concept. He annuled a controversial project from Bashkin for skyscrapers at Vassiliyevski square, which would ruin the historical look of the city (if there's anything left in the first place :))
New city architect is Pavel Sarkisov.
I think the following are impressions of the current plans for the Altstadt and Lastadia areas (altstadt below the Königsberger Castle, Lastadia left on the map):
Altstadt 1 (the white buildings on the Kneiphof island depict the area that is going to be rebuilt (a faithful reconstruction). It will house the Kaliningrad University in the future. The rest of the island is to remain sculpture park as it is now)
